This paper describes the conceptualisation, design and implementation of a multilayered public 3D map system that allows its users to be part of the construction by means of the collection and input of the data needed for the task. Wishing to provide a historic framework for the project “The Fluid City”, the paper also looks at a brief history of cartography and types of maps, GIS and a survey history of Istanbul and her historic maps.
